[Bug] Claude Code fails to recognize project root directory and ignores filesystem errors

Bug Description
once again, claude code stuck not knowing where the project folder is, trying hard to run commands in a different folder, and for some reason not realizing it's getting such an obvious error and maybe it should look for the right project directory?
