[BUG] Shift+Tab when reviewing the plan automatically selects the "clear + auto approve" option

What's Wrong?

I was reviewing a plan and decided that I didn't want to go forward with it. I wanted to get back to chat mode, not asking it to amend the plan (which is option 4).
I clicked "shift+tab" to change out of plan mode, but it did clear the history and started implementing the plan. This was not good because I could not revert to the previous conversation.

What Should Happen?

I would expect that by selecting a different mode other than "plan mode", I would exit plan mode and would keep my context.

Steps to Reproduce

  1. Enter plan mode. Write a plan.
  2. When the plan is ready to be executed (with the options shown), type "shift+tab"
