[BUG] Usage limits block access despite 29% remaining capacity

What's Wrong?

Claude Code shows "You've hit your limit" error despite having remaining capacity in both limits:

  • Current week (all models): 71% used (29% remaining)
  • Current week (Sonnet only): 0% used (100% remaining)

Both Opus and Sonnet are blocked, even though neither limit is exhausted.

What Should Happen?

Should be able to use Claude since both weekly limits have remaining capacity (29% for all models, 100% for Sonnet only).

Error Messages/Logs

You've hit your limit - resets Feb 7, 11am (Asia/Seoul)/login to switch to an API usage-billed account.

Steps to Reproduce

  1. Use Claude Code until approximately 71% of weekly limit consumed
  2. Run /usage to check limits
  3. Observe: all models 71%, Sonnet only 0%
  4. Try to send any message (e.g., "hi")
  5. Get "You've hit your limit" error despite capacity remaining
