Support @-file references in plan mode free-text input

The free-text input shown during plan approval doesn't support @-file references. The main chat input does.
Plan feedback is exactly when you want to point at specific files ("you missed this file", "check how this handles it"). Without @-autocomplete, you're typing paths from memory.
Request: bring the same @-file completion to the plan response input.
