[FEATURE] Move the Skill folder to the personal folder

Problem Statement

Since the advent of skills, the skills for many solutions are scattered over different folders and it become difficult to used them wisely.

Proposed Solution

It would be nice to have the possibility to set a custom path (like personal folder) for the skill folder.
The best option would be to standardize the way of how skills are stored and shared with other systems to avoid situation like the image below

Anthropic is able to help standardize common practices, we saw this with mcp 🙌
