[BUG] file search not working while responding to a question in claude code

What's Wrong?

When I search with @ for files, at the time of responding to a question by claude, it does not search like what happens when I do it normally.

What Should Happen?

The file search should work everywhere with @

Steps to Reproduce

Enter in plan mode and give plan where claude needs to ask you a question. Now try to respond to that question with reference to a file with @.
