[BUG] The going to the first line causes to go to previous prompt bug IS BACK

What's Wrong?

This bug has existed before in the past, and has regressed multiple times. I don't know what the relevant issues are, or the relevant code, but it was fixed the last time it was brought up and it's back again.

Basically, if you have multiple lines typed out, and you use the arrow key to get to the first line in your terminal of a prompt you've typed out so you can edit the beginning of it, it goes to the previous prompt you entered instead of staying on the current prompt (goes back through history).

What Should Happen?

Go to first line.
