[BUG] In plan mode, model response is buried above plan file edits

Additional Information

It used to be proper before - no plan diffs/plan printing etc. Just responses when I ask questions.

Note that the screenshots are just an example, it behaves the same when I ask it actual questions, which gets annoying quickly.
