[Bug] Windows 10: Constant console window popups and zombie node.exe processes

Bug Description
## Bug: Windows 10 - Constant "claude" console window popups + zombie node.exe processes

### Problem
On Windows 10, blank console windows titled "claude" continuously pop up and disappear during Claude Code usage. Node.exe processes accumulate as zombies even after /quit.

### Environment

  • OS: Windows 10 (19045)
  • Claude Code: 2.1.19 (claude native)
  • Node.js: v24.11.0

### Reproduction

  1. Install Claude Code + Node.js on Windows 10
  2. Run any command triggering tool usage
  3. Observe flashing console windows
  4. Check Task Manager: zombie node.exe processes

### Workaround
Uninstalling Node.js stops popups (unacceptable for developers)

Resume Sessions are being continuously created whenever blank node terminal named "claude" appears.
