[Bug] Tool calling regression and multi-agent coordination failure

Bug Description
There has been a signficant regression in claude code - it simply does not follow instructions - tool calling broken - and is extremely single agent focused - I think this is a critical bug - tools like antigravity are doing much better at understanding and using multi-agents to solve issues
