[Feature Request] Add permission controls for restricted commands in plan mode

Bug Description
It would be great if we could change permissions based on plan mode/auto mode. So certain Bash commands aren't allowed if specified. A recent example is creating a linear task or using other MCP commands. I was in plan mode and wanted to investigate a potential linear task, but claude created the task right away, instead of presenting the plan first for me to approve.
