[BUG] Tools not being explicitly cached

What's Wrong?

Claude Code is not adding the cache_control header to "tools".

Example request without cache_control set for any tools

Seems like this would be the best thing to cache.

What Should Happen?

Tools rarely change and should be aggressively cached.

Steps to Reproduce

Set the ANTHROPIC_BASE_URL env var to a local proxy. Observe that the tool calls coming through the proxy do not have a cache_control set.
