[Bug] Session rate limit lockout duration exceeds documented 1-hour window

Bug Description
I have hit the session Limit at approximately 1430hours. Why does it reset at │
│ 1700hours. Am in the Max [$100] plan. It is my understanding that once my plan hits │
│ the session limit, it locks me out for 1 hour but it looks like it is locking me out │
│ for 2.5 hours. I have only used 11% of the total usage for the week. Can you please │
│ explain to me whats going on here. Thanks, you input will be highly appreciated and │
│ valued
