[Bug] Superpower plugin shows installed but skills not accessible, missing from plugin list

Bug Description
Installing plugins superpower in one directory, i forgot is it project scope or user scope. But in another project, the superpower plugins said it already installed, but when i try to called through /superpowers:brainstorm it said skills cannot be found. Anyway superpower not listed as "Installed" on /plugins, but at the same time i cannot find it in /plugin and search.
