[BUG] Edit permission not remembered

What's Wrong?

When Claude Code tries to edit a file within the .claude directory (in Windows), it regularly asks for permission.
I use "2" to allow all edits, but on the next edit it asks for permission again.
And it keeps doing it for every edit action.

What Should Happen?

It should stop asking for permission.
