[FEATURE] usage reporting, weekly limit should not finish before session limit

Problem Statement

Session was not finished, but weekly limit was reached.

Proposed Solution

I would expect that then weekly limit is about to end, it would allow a session limit to finish first and not to abruptly end it in the middle of the session.
