[Bug] Auto-Compact triggers excessively and degrades output quality

Bug Description
this version is burning through my weekly limits like crazy, it is re-compacting every 5 minutes even after staring a clean session. and on top of that the output is extremely low quality with a lot of errors and not following rules and instructions.
