[BUG] .claude directory being created in user profile in windows

What's Wrong?

In windows claude CLI is read/writing to Users/[user]/.claude directory in addition to project directory. Directory found in windows profile screen shot below.

What Should Happen?

.claude directory should be created in project directory, read/write I thought should be confined to that space.

Request a plan from claude, plan will be written to Users/[user]/.claude/plan directory.
