[BUG] Usage is consumed just by opening Claude Code without sending any prompt

Usage is consumed just by opening Claude Code without sending any prompt

What Should Happen?

Usage should not increase until sending the first prompt

• Observe the current usage level at https://claude.ai/settings/usage
• Open Claude Code
• Refresh the usage page -> usage increase from 2% to 4% depends on what model is using in Claude Code
