[Bug] CLAUDE.md files not reloaded after auto-compact operations

Bug Description
Claude Code does not read my user level and project level CLAUDE.md files on startup and especially after auto-compact. I have very specific requirements that are outlined in these files, but after every auto-compact, Claude proceeds to make the exact mistakes I am trying to prevent using these files. It is extremely annoying and a huge detriment to my workflow, as I have to interject after every auto-compact to ask it to read the claude.md files again and again. Please fix this, as it is the claude.md files are essentially useless.
