[Model behavior] After resuming from a compacted context, memory and protocol files were not reloaded before the next task (recurrence of #101577)

What happened
The session continued from a compaction summary. The project instructions require reading the memory index and the protocol files it lists before the first task. The model went straight to work from the summary and repeated failures those files describe. It reloaded the files only when the user demanded it.
Expected
Reload the mandated files before the first task after every compaction.
Impact
Recorded corrections are invisible while they are being violated.
