[Bug] Bundled skills consume context even when parent plugin is disabled

Bug Description
I am using offical atlassian plugin from Claude Code repository. I enable it only when it is required and disable otherwise to keep my context not consumed by unused plugin. However, there are certain skilld bundled with that plugin, for example: triage-issue, spec-to-backlog and others. They keep allocating the context even when atlassian plugin they are bundled with is disabled. It looks like a bug.
