[FEATURE] Need way to open chat in vscode extension without a file.

Problem Statement

Using vscode extension. The orange star to initiate a chat is not visible unless a file is open. This means I have to open a file in order to start a chat. Which means I have to remove that file from chat context. This is 3 extra clicks and confusing experience.

Proposed Solution

An orange star should always be visible even if all files are closed so that a chat can be started with 0 context.
