[Bug] MCP servers from ~/.claude.json not loading anymore all of a sudden (observed on Win11)

Bug Description
MCP servers in ~/.claude.json ($PROFILE\.claude.json) no longer loading as normal; claude mcp list reports nothing and claude doctor reports no errors. I can see the MCP servers I'm expecting in .claude.json and they used to work just fine until very recently (last few day? Not sure exactly when.) No other actual errors observed anywhere either.
