Claude models unavailable on Vertex AI while Llama 4 works

Found that Claude models return 404 errors on Vertex AI while Meta's Llama 4 (llama-4-maverick-17b-128e-instruct-maas) works perfectly via the OpenAI-compatible endpoint in us-east5 region. This suggests an availability/access issue with Claude models on GCP Vertex AI.
