write tool before read on auto-included files fails

The write tool fails if Claude hasn't previously read the file, but the file being included in context via CLAUDE.md doesn't count for that, so the model tries writing, fails, re-reads the file, then writes. This is a big waste of time and tokens for workflows that heavily rely on editing auto-included files like a memory file.
