[Feature Request] Implement priority queue for high-tier API plan users

Bug Description
Claude Code has a serious reliability problem. I do believe that those who are on the $200 Max plan should have a seperate queue or something so that the product never goes down. This is a lot I am paying to use the product. Opus 4.5 is great but now is when I need to be productive and get some work done and I am hitting issues and code is not being generated.
