[FEATURE] Customization of "submit message" command

Problem Statement

I keep pressing Enter by accident.
I know Alt + Enter does new line but sometimes ALT doesn't register or something else happens.

Can I have some customization, so that the act of submitting a message is more deliberate.

Proposed Solution

I would like to have something in my set up promt, very mechanical ideally.
Claude says that there is some settings.json that'd be a right place for this.
I'm fine with that but I'd also like to be able to change it from a terminal
