[Feature Request] Reduce verbosity in plan mode to minimize token consumption

Bug Description
The new plan mode is too verbose. It basically tries to implement everything in the plan file, and it keeps asking the same questions repeatedly. One conversation already used 42% of my 5-hour quota.
Please optimize it to be more concise and natural.

similar to https://github.com/anthropics/claude-code/issues/12366 but I have mentioned that claude code is now making plans in .claude/plans now too. And the plan is very complex.

Yeah I gave it one query, and it now it says it cost $1.50 for something that used to cost less than 40 cents. >0.40

same here. Sometimes I only want Claude Code to create a small plan for some medium tasks to guide the agent to the right direction. This new plan mode just burn all the token for planning and is so overkill for easy to medium tasks. Can we have an option to disable it?

This new plan mode is ineffective, over-complicated, and burns through tokens like no tomorrow.

My Claude Code just burned over 100k tokens on a single prompt within 5 seconds. It now only takes 5 seconds to destroy your entire 5-hour window.

I just asked the following question (which, before this update, would have been maybe a 1-5k token back-and-forth exchange):

I want to make a yazi theme generator. I copied the alacritty generator from extras into @extras/yazi/ as a template generator base. Now we need to update that base to generate the toml file for yazi. Here is
 an example toml output @extras/yazi/example.toml that we need to generate. This is a large file, do you think we should we make a template doc or use code to build it line-by-line?

And the result...

And now I have a useless, overcomplicated, and garbage plan that consumed my entire 5-hour window within an instant. Plan mode is now Burn money mode while this issue persists.
