[Bug] Opus unavailable on Pro plan with /extra-usage enabled despite CLI message

Bug Description
The CLI says "Your Pro plan doesn't include Opus in Claude Code. You can turn on /extra-usage or /upgrade to Max to access it.". However, Opus is not available even after turning on extra usage, so this is either bug or just the wrong information.
