[Bug] Claude Code GitHub Review Workflow Hangs and Times Out

Bug Description
Claude code reviews on my github repos keep running for hours and not completing. I've seen this over the last several days and it effects several of my github repos. Examples:

• https://github.com/fini-net/template-repo/actions/runs/19265659909 on https://github.com/fini-net/template-repo/pull/33 where I pushed another commit on the branch and I was able to get Claude to review it.
• https://github.com/chicks-net/my-user-manuals/pull/9 is turning into one

Claude's status page has been 100% green during this time period.
