[BUG] high CPU usage while waiting on answers in plan mode

What's Wrong?

In plan mode, prompting for a requested feature implementation plan, claude code ask some design question with selective answers. During waiting for user selection CPU usage climbed to above 90% utilization after few minutes of waiting to user interaction.

What Should Happen?

During waiting to user selection CPU usage should stay calm.
