[FEATURE] Create a new Release (with a Changelog) when a new version of Claude Code becomes available

Hi,

I heavily use GitHub as part of my work and automation. As part of my workflow, I rely a lot on release notifications to know a new version of my favorite tools is available, and to stay up to date with the changes.

It would be awesome if Claude Code, like many other awesome projects on GitHub, was to follow that commonly used pattern.
