[Bug] Skills not loaded after /clear command without restart

Bug Description
There is a bug - there is no skills loaded when i run /clear - it cant find the skills unless i restart the session by restarting claude code - it seems like there is a hook/event that calles a agent i dont know after session start 2 agent runs - so if i run "What Skills are available?" after /clear there is no skills in the memory - but if i restart claude code and runs the same prompt "What Skills are available?" it lists as i expect - so there is something that is NOT beeing populated during /clear

Errors
There is no error - Claude Code simply is NOT aware of skills and also agents i think so i can chat and chat - but if i exit claude code and restart it with resume it works in the next start
