[BUG] TODO list stops working after compact

Claude forgets todo list when I suspect context hits limit

Steps to Reproduce

1. Create long todo list (15+)
2. Use Claude

Expected Behavior

Todo list stays persistent and not lost/forgotten.

Todo list lost/forgotten
