[Bug] TodoWrite/TaskCreate task list tool missing from session on Windows
Bug Description
Task list (TodoWrite / TaskCreate) tool missing from session
What happened:
The task list / checklist that Claude normally shows and checks off while working never appears. Inside the session, the model searched the loadable tools (ToolSearch for "todo task list TodoWrite TaskCreate") and no task-list tool exists. Only unrelated tools like TaskStop and CronList are available.
Expected:
The task list tool is available and the checklist shows in the terminal.
Environment:
- Claude Code 2.1.300 (native install, ~/.local/bin/claude.exe), channel: latest
- Windows 11 Pro 10.0.26200
- Terminal: Warp -> PowerShell -> claude (launched directly, not from another app or session)
- Model: Opus 5.5
Checked:
- ~/.claude/settings.json has no deny rules, no disallowed tools, no related env vars
- No project or local settings, no managed policy files
- Plugins enabled: ponytail, figma, frontend-design, expo
Repro:
1. Run claude in a new terminal
2. Ask for a multi-step task
3. No task list appears; the model reports the tool isn't available
