[BUG] Desktop: scheduled tasks can't offer task chips any more
Preflight Checklist
- [x] I have searched existing issues and this hasn't been reported yet
- [x] This is a single bug report (please file separate reports for different bugs)
- [x] I am using the latest version of Claude Code
What's Wrong?
Since today (15 Oct around 13:00 UTC), my scheduled task can’t offer task proposal cards (aka task chips). This was accompanied by a removal of the spawn_task tool and introduction of the start_session tool. start_session refuses even own_initiative cards in scheduled sessions.
My team has been using a scheduled task to identify & suggest new work, improving our ability to parallellise work.
Info
- Claude Model: Opus 5.5
- Is this a regression? Yes, this worked in a previous version
- Last Working Version: same version, until 15 Oct; probably a server-side change
- Claude Code Version: 2.1.295 (Claude desktop app 2.37337.1)
- Operating System: macOS
What Should Happen?
A scheduled task should be able to offer chips again. A chip only starts when I click it, so I don't think it should need a user to have started the session.

Error Messages/Logs
A proposal card cannot carry a host, folder, environment or preset yet: propose it for this project (drop those arguments), or start it there when the user asks you to (initiation "user_asked").
Steps to Reproduce
- Create a scheduled task in the desktop Code tab that offers a chip with start_session (initiation: "own_initiative").
- Let it run.
- The call is refused and no chip appears.
