[BUG] prompt suggestions never show in desktop app code tab (windows 11), cli works fine

What's Wrong?

prompt suggestions don't show up at all in the claude desktop app (code tab) on windows 11. toggled it off and on in /config and restarted the app, still nothing

tested the cli (native install, v2.1.300) in the same folder with the same account and suggestions show up fine there after the 2nd message, so it looks like it's only the desktop app

same symptom as #77144 which got auto closed as stale

What Should Happen?

after claude finishes a response, a gray suggested prompt should show in the input box of the desktop app and tab should accept it, same as it does in the cli

Steps to Reproduce

1. open the claude desktop app on windows 11 and go to the code tab
2. make sure prompt suggestions is on in /config
3. send 2 or 3 messages in a project folder
4. no gray suggestion ever shows in the input box
5. run claude in a terminal in the same folder, send 2 messages, suggestion shows up
