[Feature Request] Campaign Segments Need Per-Contact Targeting Within Schools

Bug Description
how can this be considered immediately triggered:

We have a problem with the segments and the campaign. So we sell two products to schools. One is the River Day product and the other is the NDIS service for special coordinator of any school.
 That means two things. One is that we potentially will be building two separate profiles for a single school.
 And the second is
 that if we include the segment, simply say schools, for example, different types of schools,
 then those segments will necessarily have one member per entry.
 And while the school excursion goes to the principal, the NDIS goes to a special person and the campaign must be able to select
 from segments only the people they want to connect, which is a challenge, right?
