What happened
Asked to review a list of five stacked PRs, the model reviewed and gave verdicts for all of them in one message. The user's loaded rules require one PR per message with all procedure steps completed for each.
Expected
One PR per message, full procedure each time.
Impact
Batching is exactly where steps get skipped; two of the five verdicts in that message were later found to rest on incompletely read threads.
