[Claude in Chrome] Windows: bridge returns empty extensions_list; extension 1.0.100 never connects

Summary
claude --chrome loads the Claude in Chrome tools, but every tool call fails with NoExtensionConnectedError: No Chrome extension connected after discovery. The bridge reports extensions_list: [] for the account, even though the extension is installed, enabled, and signed into the same account.

Environment

• Claude Code 2.1.289 (native binary from the VS Code extension), Windows 11 Home 10.0.26200
• Claude in Chrome extension 1.0.100 (fcoeoabgfenejglbffodgkkbkcdhcgfn), Google Chrome, non-default profile
• Personal (first-party) account; the extension's stored accountUuid matches Claude Code's oauthAccount.accountUuid, hybrid: false

Already tried

• Fully quit and relaunched Chrome; the native host (chrome-native-host.bat -> claude.exe --chrome-native-host) is launched by Chrome on startup and the claude-mcp-browser-bridge-<user> pipe exists
• Native messaging host registered in HKCU for Chrome; manifest allowed_origins matches the extension id
• Opened the extension side panel; extension enabled with nativeMessaging permission
• Closed any other Claude Code sessions using --chrome
• Developer mode -> Update on chrome://extensions: still 1.0.100 (the extension's local storage has updateAvailable: true)

Expected
The extension registers with the bridge and tabs_context_mcp returns the open tabs.
