Bug Description
Opus 5.5 repeatedly stops a read-only restart-planning request for an authorized defensive audit of our own Laravel application. The request only reads saved checkpoint files and prepares a plan. It explicitly prohibits agent launches, tests, edits, provider calls and live probing. Automatic model fallback is disabled. No plan or specific explanation is returned. Please review the possible incorrect blocking, or clarify whether this work requires verified access.
