Setting that enables always showing weekly usage limit in the status bar

Problem Statement
Currently the weekly usage indicator (e.g. "You've used 80% of your weekly limit · resets in 2d") only appears automatically as usage approaches the limit. There's no way to keep it visible at all times, and the only way to check it earlier is via /status or /usage.
Proposed Solution
add a setting that lets users enable/disable always showing the weekly usage indicator, instead of it only surfacing conditionally near the threshold.
Why this is useful:
Lets users monitor consumption proactively rather than being surprised near the limit
Useful when budgeting usage across multiple projects/sessions in a given week
Users who don't want the persistent indicator can simply leave the setting disabled
This also helps with task prioritization: knowing my remaining budget in real time lets me decide up front whether to tackle a large, expensive task (e.g. a broad refactor or a long multi-agent review) now or defer it until after the weekly reset, instead of starting something heavy and only discovering partway through that I'm about to hit the ceiling.
Environment:

Use Case Example
I'm working on a multi-day project (e.g. building out a feature across several sessions during the week). Early in the week, usage is low, so the weekly limit indicator doesn't show at all — I have no visibility into how much of my weekly budget I've consumed unless I run /status manually.
Step by step:
Monday: I run several sessions doing implementation work. No usage indicator is shown anywhere, since I'm well under the threshold.
Wednesday: I want to plan how much heavier work (e.g. a big refactor or a long debugging session) I can safely do before the weekly reset. I have to stop and explicitly run /status or /usage to check, interrupting my flow.
Friday: I'm suddenly shown "89% used · resets in 2d" — the first time I'm seeing it passively — and now have to scramble to triage which remaining tasks are worth spending the rest of my budget on.
If I could enable a setting to always show the weekly usage percentage in the status bar, I'd see it passively throughout the week (e.g. "12% used" on Monday, "45% used" on Wednesday) and could pace heavier tasks accordingly — rather than only learning about it once I'm already near the limit.
