[Feature Request] Enable ClaudeDesign tool for Team accounts to edit regular Design projects

Bug Description
Request: enable the ClaudeDesign tool (read/write regular Claude Design projects) for my Team account

What I want: Claude Code to read and edit an existing regular Claude Design project (claude.ai/design/p/<id>, type PROJECT_TYPE_PROJECT), and to
import/export it. Our developers already pull this project into the codebase with DesignSync get_file, so edits need to land in the original
project, not a new one.

What happens today (Claude Code 2.1.294, macOS, Team plan, member role):

• /design-consent succeeds, and claude.ai/design/settings → "Claude product access" is On.
• DesignSync can read the project (get_project / list_files / get_file all work), but its writes only cover design-system sync.
• The built-in ClaudeDesign tool never loads, and /design import says this session does not offer it.

What I found: ClaudeDesign's isEnabled needs the flag tengu_omelette_fouet. My cached GrowthBook features (refreshed 2026-10-08) list 852 flags,
318 of them explicitly false, but this flag is not there at all, so it isn't being served to my account.

Side note: /design routes to the Design-artifact mode whenever artifacts and the Design template are available, so the import/export subcommands
can't be reached through /design on accounts like mine, even with the flag on.
