[FEATURE] Let users set their preferred usage reset day and time

Problem Statement
My weekly usage resets Wednesday at 9 PM Eastern. I cannot start Monday with fresh usage and must ration what remains until Thursday morning. That leaves only two workdays of confident usage, at the end of a tiring week.
Proposed Solution
Let users choose the weekday, exact time, and timezone for weekly resets, plus the exact time for any daily resets.
For example, my preference would be Monday morning at 7AM so my fresh allowance aligns with my workweek.
Alternative Solutions
My preference remains the “Velocity” limit proposed in #100262, with continuous replenishment and progressive throttling.
If weekly limits remain, users should control their reset schedule.
