[BUG] claude.ai: memory not injected into any conversation after staged rollout to new "one Claude" framework; account memory still on legacy format

What's Wrong?

Description
Sometime between 1:00 PM and 10:00 PM ET on 2026-10-06, every new conversation on my account stopped receiving memory. The model has no memory summary and no memory view/edit tool. Personal preferences and past-chat search still work.

What I observed

• "Generate memory from chat history" is ON, and the per-chat Memory toggle is ON in every conversation.
• My account's memory is still on the legacy system (memory summary + edited memory). It worked normally, and I could edit memory directly through chat, until around 1:00 PM ET on 2026-10-06.
• The Settings page now shows the old and new memory versions mixed together. The old version is intact. The new version doesn't work.
• The conversation environment has been moved to the new framework (file/shell tools, task list, artifact types).
• Affected on all clients: iOS app, web (claude.ai), and the desktop app.

Suspected cause
The conversation side was rolled out to the new framework, but my memory was never migrated to the new format, so nothing gets injected. This may be related to #88640 (memory not delivered to sessions in the new framework).

Expected
Memory is loaded in conversations, as described in the help center ("Claude Cowork and chat are one Claude").

Actual
No memory in any conversation since the switch.

What Should Happen?

Claude loads my memory in every conversation the way it did before. The help center says memory works in the new "one Claude" experience, so it should load there too.

Steps to Reproduce

1. Use an account whose memory is still on the old system (memory summary + edited memory), with memory generation turned on.
2. Get switched to the new chat framework through the staged rollout.
3. Start a new chat on any client (web, mobile or desktop) with the Memory toggle on in the "+" menu.
4. Ask Claude what it remembers about you. It has no memory summary and no memory tool, even though everything still shows up in Settings.

Not sure how to reproduce this on another account, since it probably depends on where the rollout caught mine.

Note: The Platform / OS / Terminal fields don't apply. This bug affects the claude.ai web and mobile apps and the Claude desktop app, not the Claude Code CLI. The values were selected only because the fields are required.
