[Bug] Completed Anthropic Interviewer survey still shows invite prompt on startup

Bug Description
I completed an Anthropic Interviewer session on Sunday, but Claude Code still
shows the "Your voice can help guide AI" invitation at every startup.
Users who have already completed the interview should no longer see it.
It would also help to have a setting to dismiss this banner.
