Bug Description
2026-10-05 ~10:55–11:00 AM PT, session 73011023: an identical read-only northstar grade dispatch (PR) was denied with "[Auto-Mode Bypass]" after the user wrote "grade it", then allowed unchanged after the user wrote "northstar approved". Earlier the same day, a "grade it"-style go-ahead had worked. Grading was blocked for over an hour.
