New Project fails to boot the environment

What happened
I started a new Project and the coordinator thread immediately faced this error:
Session couldn’t start
This session hit an error it can’t recover from. Start a new session to continue.

The coordinator recovers after several messages and flipping the environment settings to another env back-and-forth.
It takes several minutes and pretty much patience to make it work!
