[FEATURE] Desktop Code tab: let AskUserQuestion cards open collapsed

Problem Statement
In the Code tab of the Claude desktop app, an AskUserQuestion card always opens expanded over the composer. For routine questions, for example a "What next?" card that a function-hooks plugin has Claude ask at the end of every turn, the expanded card takes over the bottom of the window and pulls attention away from reading the reply. The card can be collapsed by hand with its chevron, but there is no way to have it open collapsed.
Proposed Solution
Let a question card open collapsed (title row only, chevron to expand), controlled by either:
- a user setting such as "Open question cards collapsed", or
- a per-call option: a
collapsed: trueflag on the AskUserQuestion question, and/or acollapsedprop on theAskUserQuestioncomponent of theui.renderplugin event, so a plugin can choose it for its own questions while other questions still open expanded.
Alternative Solutions
Pressing the chevron through macOS accessibility (AXPress) right after the card opens. It is not reliable: it needs the Claude window visible on the current Space, finding the button means walking the whole accessibility tree (about 500 elements, several seconds), and the chevron does not seem to expose a label while the card is expanded (collapsed it is "View question options").

Use Case Example
- A function-hooks plugin blocks the Stop event once and asks Claude to end the turn with an AskUserQuestion of 2-3 suggested next prompts (header "Next").
- The card should appear collapsed under the reply, so the reply stays readable.
- I expand it when I want a suggestion, or just type my next prompt.
